How to fix the issue - Plugged in, not charging notebook.
I think most of us have experienced this qoute or got this message while charging our laptops that have Windows Xp or Windows 7 installed in them. It occurs especially in the notebooks that have Windows Vista installed in them.

I have seen this issue occurring in most of the notebook such as Lenovo, Sony Vaio or Dell.
You might have already tried confident procedures such as updating Bios, reinstalling Power Management, etc.
You may sometimes feel this issue even if there is a loose feel in the middle of tip of your charger and the inside part of your laptop near to motherboard. In such case you may just need to tap on the outside of your notebook or try some other means so that relationship is not loose.
This might not be the qoute with your laptop and this explication may not fix the issue faced by everyone.
You can resolve the issue "Plugged in, not charging" by following the below mentioned steps:
1. Turn off your laptop, disconnect the A/C adapter and take the battery out.
The battery is located at the bottom of your laptop.
If you are able to take off the battery from your laptop without any issue, then you may continue with the next step, otherwise I propose you to ensue the steps in the hand-operated in case,granted by your laptop manufacturer to take off the battery from your notebook or you may find the steps online in their reserve website.
2. Start your laptop with A/C adapter or run your laptop on charger now by connecting it to the Ac power.
3. Make sure that you boot into Windows and log into it.
4. After you are successfully logged in, shut down your notebook.
5. Disconnect the A/C adapter. Insert the battery back and join together the A/C adapter.
6. Now turn on your laptop and payment it.
Your laptop must be able to payment now without getting the message Plugged in not charging.
